Please read this entire page before applying for service.

  • An application for service must be completed prior to service being connected.
  • Your application must be received two (2) business days before service activation date.
  • We do not provide same-day service.
  • The previousowner's service termination maystopyour water serviceif you don't apply in advance of your move in date.
  • All services are subject to disconnection without notice when monthly balance is past due– monthly utility statements serve as notice of possible disconnection.
  • Applications can be submitted securely online, or by FAX. If you need assistance by phone, call 919-989-5075 during business hours. Do not e-mail your application -- Use SignNow or FAX only.

Steps to Obtaining Water Service

  1. Gather the required information and documents:


    Information:

    • Legal name of account holder. Credit is extended only to the name(s) on the established account
    • Social Security Number (see privacy statement below)*
    • Physical address of the property - where the property is located
    • Billing address – where the bill will be mailed
    • Account holders' telephone number
    • Account holder's employer name, address and telephone number


    Documents:

    • Valid Driver's license(s) or state-issued ID card(s)(no passports or social security cards).For a business or commercial account, use your W9 Taxpayer ID form. (required)
    • Rental Receipt or copy of lease agreement, or proof of property ownership if you purchased the property. The name onthe property or the lease agreementmust match the name on the service application. (required)
    • To not pay a security deposit, provide a letter of credit from your previous utility company indicating no late payments for the most recent 12-month period (a payment history is not acceptable, this must be a letter of credit).(optional)
    • If you want to set up automatic bank drafts for bill payment, you can include this form with your application. (optional)
  2. Use the secureSignNow online application service, or apply securely via FAX. Use the buttons below to apply online using SignNow. After clicking below and providing your e-mail address, youwill receive an e-mail invitation to the SignNow secure service based on the option you select below (one applicant or two). Check your email for the SignNow access link. No registration is required.

  3. Send us the required documentation.

    You can upload your documents using SignNow OR sign and FAX all paperwork to 919-934-0256.

    No services will be turned on without a completed application packet.If you are using SignNow, you will receive a confirmation e-mail that your application is complete.

    Include in your FAX or SignNow upload:

    1. Your completed application (required)
    2. Proof of ownership or intent to purchase or, if you are renting, your lease or rental agreement (name on the application must match the name on this paperwork). The owner/buyer name(s) on this attachment must match the name(s) enterd on your application.(required)
    3. A copy of your Driver's license(s) or state-issued ID card(s)(no passports or social security cards accepted). For a business or commercial account, attach your W9 Taxpayer ID form instead.(required)
    4. Letter of credit for waiving the security deposit.(optional)
    5. CompletedAutomatic Bank Draft form for bill payment by automatic bank draft, if desired.(optional)


    Prepare all your attachments as PDFor JPG files.
    Save them for to upload if using SignNow.

    We can provide the status of your application once received at any time.

  4. Pay the required fees.

    We process applications and collect fees over the phone at leastonebusiness day in advance of your service activation date. Customer Service - (919) 989-5075 - will call you to collect payment with a credit card once your application is processed, usually at least one business day after your application is received. Current Fee amounts are shown in the column on the right.

    1. Application Fee
      The application fee plus the security deposit* are required to apply. The service charge isnon-refundable,regardless if service is established or not.
    2. Security Deposit (included in application fee, unless waived with letter of credit)
      A security deposit must be satisfied at the time of application.*

      *The deposit may be waived with a letter of credit from your previous utility company submitted with the properly completed application. A payment history does not count as a letter of credit.JCPU security deposits do not transfer between accounts. After 12 months of payment by due date, your security deposit may be applied back to your account upon request or it will be applied to any outstanding balance that you owe to Johnston County Public Utilities.

    3. Connection Fee
      All unpaid balances with Johnston County Public Utilities, tap fee, assessment and meter need to be paid for service to begin.

*Disclosure of Social Security number: Johnston County is authorized to collect this information to extend credit for services, identify customers and collect debts owed to Johnston County. Without this information additional deposit or other pertinent information may be required to establish service. In compliance with the Federal Trade Commission’s Fair and Accurate Credit Transaction Act of 2003, and the Identity Protection Act of 2005, Johnston County is required to identify its customers. Johnston County will be verifying customer information using the Social Security number through a credit reporting agency.   • Mail your payment
    Stub and envelope is provided with your statement
  • FREE Automatic Bank Draft
    Bank Draft Authorization form available in our office or online at Bank Draft Authorization form.
  • Online
    Pay online at https://www.johnstonnc.com/paywaterbill(sends immediate notification of pending payment).
  • In-Person
    Payments are accepted in our office during business hours – check, cash or debit/credit card (Visa, MasterCard or Discover).
  • Bank Bill-Payment Service
    Bill Pay Service at your bank (NOT electronic transfer – paper check is mailed - allow 5-10 days to post).
  • Drop Box Payment
    Located at rear parking entrance of Land Use Center, 309 E Market St., Smithfield.
  • Pay-by-Phone Service (844-845-2151)
    Pay up tothe maximum allowed using the pay-by-phone service. Payment posts to your account immediately.

Notes on Bill Payment Methods:

  • Check cashing businesses are NOT authorized payment centers for Johnston County Public Utilities.
  • We do not take payments over the phone in the office unless the amount exceeds the maximum.
